Ground Beef Mixture:
- 1 1/2 pounds ground beef
- 1 small onion, finely chopped
- 1 green bell pepper, diced

- 1/2 teaspoon garlic powder
- 1/4 teaspoon crushed red pepper flakes (optional)
- 1 1/2 cups shredded mozzarella cheese

Instructions
- Cook Ground Beef: In a skillet, cook ground beef with onion and bell pepper until browned and vegetables are tender. Drain fat.
